Subcontract services for prime contractors

Program management and PMO support for prime contractors.

Rutledge works as a subcontractor inside your program to organize schedules, responsibilities, risks, and reporting, so your team and your government client can see what needs to happen next.

When to engage

Signs this work package could help.

You do not need a finished scope. If one of these sounds familiar, it is a reasonable time to talk.

  • You have been awarded a state or local government program and need PMO capacity quickly.
  • Work crosses agency teams, vendors, and subcontractors, and ownership of next steps is unclear.
  • Milestones depend on approvals, access requests, or upstream deliverables that are hard to track.
  • Status reporting is taking time away from delivery and numbers need reconciling every cycle.
  • A phase is ending and you need a transition or handoff plan the client can accept.

Deliverables

What we can deliver.

Each engagement is scoped with your team. These are typical deliverables; the final list, responsibilities, and acceptance criteria are agreed in writing before work begins.

  1. Integrated program schedule

A working schedule that connects milestones, dependencies, and owners across your team, the client, and other vendors.

  2. Responsibility matrix

A clear record of who owns, approves, supports, and is informed for each deliverable and decision.

  3. Risk, issue, and dependency logs

Logs with owners, due dates, and escalation paths, reviewed on a regular cadence agreed with your program lead.

  4. Status and leadership reporting

Recurring status reports and briefing material in the format your program and client expect.

  5. Governance and meeting structure

Decision forums, agendas, action tracking, and meeting notes so decisions are recorded and followed up.

  6. Transition and handoff plan

Documentation, knowledge-transfer sessions, and acceptance checklists for the end of a phase or the contract.

How we work as your subcontractor

Your program. Our defined scope.

  • We can work within your existing PMO, tools, and templates, or set up the governance needed for our own workstream.

  • Scope, deliverables, reporting cadence, and acceptance criteria are agreed with your team before work begins.

  • Your program leadership stays the point of contact with the government client unless you decide otherwise.

Questions

Frequently asked questions.

Do you replace our program manager?
No. We support your program leadership. We take on defined PMO responsibilities so your program manager can focus on the client and on delivery decisions.
Can you use our tools and templates?
Yes. If your program already uses specific scheduling, tracking, or reporting tools, we work within them. If you do not have a standard yet, we can propose a simple one for our workstream.
How is the work package defined?
We review the public requirement and the information you are able to share, then agree on deliverables, responsibilities, milestones, dependencies, and acceptance criteria in writing.
What if we only need help for one phase?
That is common. A work package can cover a single phase, such as startup, a major release, or transition, and include a handoff back to your team.
